Open letter to the VC, Senior Leadership and Chancellor of the University of Liverpool, Senior Leadership of the Faculty of Health & Life Sciences (FHLS), and President and Vice-President of Council
We the undersigned academic staff of FHLS express our dismay at the proposed redundancies of 47 academic FHLS staff as part of Project Shape Phase 2 and request the leadership reconsider its action. No documentation of Project Shape Phase 2 has been seen by staff in the Faculty. We all agree that Faculty restructuring is necessary to bring our biomedical research to the next level, but the question is at what costs and for what gains, and is the compulsory redundancy of 47 of our valued colleagues the best way to go about it? In Phase 1 of Project Shape, we were told that a key aim was to “deliver world-class, research-connected teaching”. How can we achieve this if we are making some of our best Teaching and Research staff redundant?
We find the treatment of our colleagues, some of whom have served the University for 15 or more years, callous and utterly unacceptable, especially during a global pandemic when there are few opportunities for alternative employment. If this action goes ahead, it will wreak untold harm on the quality of undergraduate teaching, negatively impact our PhD students, undermine our research endeavours, destroy morale and trust, and damage the reputation of our University.
We are deeply concerned that many of the people targeted by the action work on fundamental biological and behavioural research. It is short-sighted to believe they do not have a role to play in our Faculty of Health AND Life Sciences. Many make significant contributions to teaching, both in terms of quality and quantity. They number amongst our most collegial faculty members, running technology facilities and serving on the committees that keep our departments and institutes running smoothly. We fail to understand how the activities and contributions of these colleagues can be regarded as “redundant”.
We cannot understand why the senior management team is pursuing such a catastrophic course of action without fair warning and transparent justification, and by doing so severely damaging our trust and confidence in them and the FHLS’s leadership. We wish to extend to the senior management team the courtesy of indicating where they have fallen short and urge them to draw back from the brink. Such courtesy and opportunity is thus far absent in their dealings with the 47 targeted individuals.
Some of our individual concerns are expressed here.
We provide evidence below that this action is in breach of the University’s mission: “To advance learning and ennoble life”; it fails to comply with the University’s belief that “Everyone should be treated equally and fairly”; and contravenes the Seven Principles of Public Life that the University claims to be committed to.
1. The action is in breach of the University’s mission to “advance learning and ennoble life”
The University advances learning through the provision of high-quality training and tuition at undergraduate and postgraduate level. As a consequence of the action, a large number of PhD students would be unable to complete their research projects to a satisfactory level. These students have chosen to work with a particular project supervised by a specific supervisor; the University, in offering a place to the student in the first instance is now choosing to break its commitments to the students by removing the supervisor. Apart from the detrimental effect this will have on their future careers, it is difficult to see how this is compatible with the University’s efforts to improve mental wellbeing, especially when the pandemic is already weighing so heavily on the mental health of our students.
The action will have a profound negative impact on the quality of undergraduate teaching. Many of those under threat of redundancy spend much of their time teaching undergraduates, often to the detriment of their research activities. They are excellent teachers who our students deeply appreciate and hold in the highest regard; for evidence, one needs only to look at the outstanding feedback they receive year-on-year. They have an enormous wealth of invaluable experience behind them, some having served the University for 15 or more years. The loss of these most valued colleagues would result in the decimation of quality education in our Faculty, directly contravening the University’s mission to “advance learning”. Moreover, it is expected that this action will increase the teaching burden on the rest of the Faculty, which in turn, will negatively impact their ability to do research.
2. The action contradicts the University’s belief that everyone should be treated equally and fairly
We are informed that the following criteria were used to select people for compulsory redundancy:
– Grant income as a comparison to Russell group averages and/or
– Citation scores based on an index known as the Field-weighted Citation Impact (FWCI)
Problems relating to this inappropriate use of metrics are highlighted in an open letter addressed to the administrators of the Declaration on Research Assessment (DORA), the UK Forum for Responsible Metrics and the UK Research Integrity Office:

Assessing staff solely on the basis of quantitative metrics is never acceptable, no matter what type of metric is being used. The metrics used here, however, are particularly problematic and fail to live up to the promise of fairness and transparency:
Problems with the grant income criterion: (i) No data have been provided by the University to show in detail how these comparisons with other Russell group universities were made; (ii) From our own analysis, it appears that some of our colleagues have not been given the due credit for the research grants they have obtained. It is not clear if people have been given credit for grants where they are co-investigators. It is unacceptable for the University to conceal the data underlying their decisions on this because it makes it impossible for mistakes to be identified; (iii) There is no consideration of the value of alternative sources of external funding, which in some cases covers a significant proportion of the affected PIs’ salary and provides generous funding for cutting-edge multidisciplinary research capable of generating highly rated papers, as judged by assessment in the internal reading programme; (iv) It should also be noted that some people need little grant income to conduct their work, especially if it is not experimental in nature. This does not prevent them from making important scientific contributions; maybe such people should be congratulated for being productive on a limited budget; (v) The University has not defined what is a worthy grant. For example, it would appear that equipment grants that improve our research infrastructure were not considered despite their significant contribution to enhancing the overall research environment and hence REF return of the University.
Problems with the FWCI criterion: our analysis suggests that a significant proportion of academics in our Faculty have an FWCI that the University would regard as ‘unsatisfactory’. It thus appears that this criterion has been used as a ‘catch-all’ to justify placing anyone on the redundancy list. The FWCI is not that field specific, does not discriminate between the person’s contribution to the paper and only considers citations over a limited period. SciVal itself states that the FWCI should be used to benchmark entities such as institutes or departments and not to evaluate individuals because outliers can influence it too much in such a small dataset. In certain areas of research, even well-established, well-respected leaders in their field at the top 50 Universities worldwide have a FWCI of significantly less than 1, revealing how meaningless this metric can be. REF panels have been instructed to continue to rely on expert review as the primary means of assessing outputs, not citation data. The internal reading programme identified that some of the staff affected by the action have papers judged to be of an internationally excellent standard, representing by that measure some of “the very best research” at the University.
Problems with the University’s policy on the responsible use of metrics: by April 2021, the University will have developed a policy on the responsible use of metrics along with an implementation plan. A draft of this policy, dated 3rd Sept 2020, indicated that “expectations, data collection and analytical processes should be open and transparent so that those being evaluated can test and verify the results. Of great concern, it appears that at some point between 3rd Sept 2020 and 3rd Dec 2020, crucial elements of the policy were removed. For instance, in the final version of the policy dated 3rd Dec 2020, the level of transparency is reduced to the following: “those being evaluated should be fully aware of how metrics will be used in their evaluation.”
Most notably, there is now no requirement for those being assessed to be able to test and verify the results. It is extremely troubling that these changes were implemented shortly before our colleagues were threatened with redundancy, because we know there are countless inaccuracies in the Scopus database from which the FWCI is derived, and in the University’s research income records. Our colleagues have been kept in the dark about how data used to assess them were obtained, and were denied the opportunity to test and verify those data. We note that the University of Manchester ensures their researchers have the opportunity to test and verify the results of any metrics-based assessments:

PDRs have not been taken into account: many of our 47 colleagues now under threat of redundancy have had positive PDRs in the last 12 months, in some instances being told that they should consider applying for promotion. How can it be that just a few months later they are told that they are under consideration for compulsory redundancy?
Heads of Departments kept in the dark: it appears that Heads of Departments, who are best-placed to assess the performance of our colleagues, had no input in the decision-making process surrounding the action.
Contribution to teaching not considered: all 47 colleagues are on T&R contracts, and as expected, their contributions to both teaching and research are reviewed at the annual PDR. However, it seems that when selecting staff for compulsory redundancy, their contribution to teaching was not considered. In contrast, it appears that some (but not all) administrative contributions were taken into account, with staff meeting the redundancy criteria being spared due to their administrative roles. This is grossly unfair and cannot be justified.
3. The action is in breach of the ethical standards embodied in the Seven Principles of Public Life
Like all publicly-funded bodies, the University is committed to upholding the Seven Principles of Public Life. These are as follows: Selflessness, Integrity, Objectivity, Accountability, Openness, Honesty and Leadership. From the above, it appears that FHLS’s leaders and members of the University’s senior leadership team are failing to uphold the principles of Objectivity, Openness, Honesty and Leadership, as defined by the Committee for Standards in Public Life: https://www.gov.uk/government/publications/the-7-principles-of-public-life
Objectivity: FHLS leaders and members of the University’s senior leadership have acted unfairly. They have used poor and biased evidence to try and justify the compulsory redundancies of our 47 colleagues.
Openness: FHLS leaders and members of the University’s senior leadership have not acted in an open and transparent manner. In fact, the opposite is true. The raw data and derivative calculations used to generate the FWCI and grant income data are being withheld. Of great concern, shortly before announcing the redundancies, the requirement for researchers to be able to test and verify the results of any metrics-based assessment was removed from the University’s policy on the responsible use of metrics.
Honesty: FHLS leaders and members of the University’s senior leadership have frequently stated that the proposed compulsory redundancies “are based on transparent and measurable outputs”. This is demonstrably untrue, and the incessant repetition of this specious claim reflects poorly on the honesty of our leaders.
Leadership: FHLS leaders and members of the University’s senior leadership have not only failed to support the above principles, but have actively undermined them. This is a very poor reflection on their ability to lead and gain trust.
Apart from the points outlined above, a most appalling aspect about the proposed action has been the lack of common decency with which our colleagues have been treated. The abrupt manner in which this has come about, in a pandemic, will have wide-ranging and devastating effects on individuals and their families should it go ahead. In view of permanent appointment and positive PDRs, some affected staff have made life-changing decisions that can’t simply be reversed in a matter of months, whether it be purchasing a house with a sizeable mortgage, relocating their partner who then committed to a particular career path, or applying for suitable schooling for young children. In a depressed job market, staff facing compulsory dismissal will have no time to find alternative employment and risk losing their hard-won scientific careers, with irretrievable loss of reputation and capital.
We appeal to the FHLS and University Leadership to reflect on the lasting damage this redundancy exercise will do, not just to those who are targeted, but to OUR University as a whole. There must be a better way to enhance the potential of OUR Faculty than this uncaring and divisive action.
